people use bicycle to get to downtown destinations (restaurants, shopping) where most the cars go - 4th , 5th ave, broadway, ash st, front st, market st. civic sd proposal is shoveling off bike riders to dead zone streets with nothing of interest. Dont put cars over people power (walking, biking).
